Newton, Elsie E.
Elsie E. Newton was Supervisor in the United States Office of Indian Affairs, possibly resident of Muskogee, Oklahoma. The Office of Indian Affairs, sometimes referred to as the Indian Service, was established in 1824 under the United States Dept. of the Interior.
