In November 1977 the Washington State Library began discussing the Library Technician Series job classification. It was felt it was necessary to develop a clearer set of job specifications that would solve and resolve some concerns such as career ladder for clerical positions, clear distinctions between levels and salary levels. Sue Johnson, the Agency Personnel Officer, formed a Library Technician Writing Committee in January 1979 and charged the task of analyzing and perhaps revamping the job specifications of the Library Technician Series. After 18 mos. of continued effort by the Committee, on Sept. 11, 1980 the State Personnel Board adopted the State Library's proposed revisions to the specifications from classification of Library Technician 1, 2 & 3.
