Thomas A. Cooke was an attorney and member of the Tahoe Regional Planning Agency (TRPA) until 1981. The TRPA was created jointly in the late 1960s by California and Nevada to meet Lake Tahoe basinwide planning needs. Areas over which the TRPA has authority include new construction, erosion, storm water runoff, shorezones, road construction, land use, tree conservation, and timber harvesting.
