Rancher and businessman, Phoenix, Ariz.; Gilbert was elected governor of the Salt River Valley Water Users Association in 1916, state Senator from Maricopa County in 1922, and he served as chairman of the Maricopa County Board of Supervisors from 1929 to 1933.
