The office of Traffic Manager was created on May 1, 1916, as a system office for Lines East. This was the first time that an officer below vice presidential rank was responsible for supervising the Passenger, Freight and Coal Traffic Departments since about 1880. The Traffic Manager was to relieve the Vice President in Charge of Traffic of much routine work. The first incumbent was Robert Clinton Wright, Jr. (1869-1924), formerly Freight Traffic Manager.

With the adoption of the Regional organization on March 1, 1920, Wright was given the title of General Traffic Manger, and Traffic Managers were appointed to the staffs of the Regional Vice Presidents. Julien L. Eysmans (1874-1943) became Traffic Manager, Eastern Region at Philadelphia, and was succeeded by George Dickie Ogden (1868-1936) on October 24, 1923.

The Regional organization of the Traffic Department ended on March 1, 1925, but Traffic Managers were retained as several important cities, now reporting only to the General Traffic Manager in Philadelphia. Ogden remained Traffic Manager, Philadelphia until July 16, 1929, when he was promoted to Assistant Vice President in Charge of Traffic. The number of Traffic Managers was reduced as the Depression worsened, the last being abolished on October 1, 1938.
