William E. Allen was born in 1913 and graduated from Summerlin High School. Allen attended multiple vocational and labor schools to learn the trade of carpentry. He joined the Carpenters Local # 696 in 1940 and the Office and Professional Employees International Union in 1950. Allen served as the Secretary and Treasurer of the FLA AFL-CIO for over 29 years (1950-1979) and held administrative positions in the Carpenters Local # 696 and Southern States Apprenticeship Conferences.
