While serving as a captain in the U. S. Army Reserve, James W. “Jim” Turner (b. 1946) earned his MBA and JD degrees from the University of Texas at Austin in 1971. As a public servant, he has served terms as a Texas State Representative (1981-1984), Chief of Staff and Chief Legislative Liaison to Governor Mark White (1985-1987), Mayor of the town of Crockett (1989-1991), Texas State Senator (1991-1996), and a member of the U. S. House of Representatives (1997-2004). During his tenure in the U. S. Congress, Turner was a member of the House Committee on Homeland Security, the Terrorism Subcommittee of the Armed Services Committee, and the Government Management and Technology Subcommittee of the Oversight and Government Reform Committee. As Deputy Minority Whip for the Democratic Party, he co-chaired the Blue Dog Coalition, which investigated bi-partisan solutions to education, health care, and other national concerns. After leaving Congress, Turner became senior partner at the Washington, D. C., office of Arnold & Porter, LLP, where he is chair of the firm’s legislative and public police practice and works with the congressional investigations and national and homeland security practices.
