Frank O'Neal (1921-1986) was an American cartoonist and creator of the newspaper comic strip Short Ribs .

Born in Springfield, Missouri, O'Neal did not begin formal art training until after service in World War II, studying for three years with the cartoonist Jefferson Machamer. After an early freelance career that included work as a television story-board artist, O'Neal signed with NEA in 1958 to produce Short Ribs . A Sunday version was added in 1959. O'Neal worked on the strip for many years, eventually leaving it in 1973 to pursue a career in commercial art and advertising. Frank O'Neal was honored by the National Cartoonists Society with its Newspaper Humor Strip award in 1964.
