Thomas T. Handy was born in 1892. He was a United States (U.S.) career Army officer. Marshall. From 1945-1954, he was stationed in Germany, serving as commander-in chief of the U.S. troops in Europe in the NATO command and as deputy commander-in-chief of the U.S. European command. He retired from Army service in February 1954.
