Formed in 1961, the Organization of Student Government Associations (OSGA) acted as a unifying representative of the eighteen Penn State Commonwealth Campuses and heard grievances from the student body in its entirety. OSGA was replaced by the Council of Presidents in 1971 which offered enhanced autonomy for Commonwealth Campuses.
