Frank Palmer came to Washington from Atchison, KS in 1898. He apparently settled in Stevens County and established a photography business. In 1906 Palmer moved to Spokane and continued his photographic endeavors until his death in 1920. Palmer advertised himself as a scenic photographer specializing in “Inland Empire Wonderland Scenery.”
