Immigrant from Achill Island, County Mayo, Ireland in the late 19th century who resided for a period in Cleveland, Ohio. He was a political activist and a fervent believer in Irish freedom from Britain, and served in the Irish Volunteers, Clann na nGael, and the Irish Republican Brotherhood. He was a recruiting commander of the Irish American Republican Volunteers and provided funds for a memorial for Lt. Michael Moran, from Achill Island, County Mayo. In 1906 he was named sergeant major of the Hibernian Rifles of Ohio.

John Hubert Gallagher, Sr., was born 8 August 1875 in Carlton (Yamhill County), Oregon. He entered Oregon Agricultural College in 1895, but interrupted his education in May 1898 to enlist with the 2nd Oregon U.S. Volunteers and fight in the Philippines during the Spanish American War. Gallagher re-entered OAC in the Fall of 1899 and graduated in engineering in 1900.
Gallagher was the first secretary of the Alumni Association; served on the Board of Directors for many years; and was founder and executive secretary of the Golden Jubilee Association. He was active in the business and civic life of Corvallis; organized and managed the Corvallis Sand and Gravel Company; and was a consulting engineer for many Portland buildings and the Bonneville Dam. Gallagher died 16 May 1961 in Corvallis.
