Robert Edward Hampton was born on September 21, 1922 in Chattanooga, Tennessee. He served in the U.S. Army Air Force, European Theater of Operations, 1942 to 1945, and received a B.A. in Business Administration from the University of Tennessee in 1949. He was the Principal of the Blackfox School in Cleveland, Tennessee, 1949 to 1950. He worked for the State Department, as Vice Counsel in Munich, West Germany, 1950 to 1952; Foreign affairs officer, Executive Secretariat, 1952 to 1953; and Staff Assistant to the Secretary of State, 1953 to 1955. He was Assistant to the Department of Manpower, Personnel, and Organization, Department of the Air Force, 1955 to 1957; and Special Assistant to the Undersecretary for Administration, Department of State, 1957 to 1958. From 1958 to 1961, Hampton worked in the White House as Special Assistant for Personnel. In 1961, President John F. Kennedy appointed Hampton as a commissioner of the U.S. Civil Service Commission (CSC). In 1969, Hampton accepted President Richard M. Nixon's appointment as CSC Chairman, a post he held until he left the Commission in 1977. Hampton also served as a member of the Federal Labor Relations Council (FLRC), 1969 to 1977. The FLRC is made up of the Chairman of the CSC, the Secretary of Labor, and the Director of the Office of Management and Budget. During his government service, Hampton was also active in the National Academy of Public Administration. He was Director of Public Affairs for ICI Americas, a chemical company, from 1977 to 1979, and he was General Manager of Public Affairs for ICI Americas, 1979 to 1985. He retired to West Chester, Pennsylvania in 1985.
