Health Policy Advisory Center of Institute of Policy Studies.
The organization, known as Health Pac, grew out of the "Burlage Report on New York City's Municipal Hospitals," published in 1967, pointing to a need for research and analysis of urban health care systems. Health Pac, supported by funds from the Samuel Rubin Foundation, developed into a research center dedicated to providing technical assistance to the public interested in the variety of issues surrounding health care and private and public providers and to providers in need of training and project assistance. The organization was primarily concerned with the issue of providing affordable health care to the entire nation, with a focus on the delivery system.
