Oliver Myers was born in Washington County, Iowa. He graduated with the distinction of being the class valedictorian from the State University of Iowa in 1880. After graduation he studied law in the offices of Milton Remley of Iowa City and Adams Harrah in Newton, Iowa. He practiced law with Harrah from 1883 until 1895 when he moved to South Dakota. In 1899 Myers returned to Iowa and resumed his law practice in Newton. He served as a state senator representing the 29th senatorial district from 1930 until his death in 1933.
