Colonel on the staff of Gov. Franklin I. Moses, 1872-1874; member of the S.C. House of Representatives from Anderson County, 1872-1874; member of the S.C. Senate from Anderson County, 1874-1878. Chairman of the Joint Investigating Committee on Public Fraud, 1877-1878; son of James Patterson Cochran (1819-1854) and Louisa Elizabeth Day (1822-1910); husband of Grace Greenwood Arnold (1843-1931).
