Samuel McConnell was born on January 14, 1834, in Walthourville, Georgia. He was an instructor at the East Florida Seminary in Ocala. McConnell wrote the petition from Marion County to the Governor asking for the secession from the Union. On August 27, 1861, he married Mary Eloise Brumby. He enlisted on March 18, 1862 and was appointed Captain of the 7th Florida Infantry, Company G.

He was wounded in 1864 and was forced to use crutches for the rest of his life. He served as the first Mayor of Ocala until his death from war injuries on June 6, 1885, in Ocala, Florida.
