Born on August 3, 1912 in Greenfield Township, Michigan, Charles A. Meyer attended Wayne University, where he received his Bachelor of Arts in Business Administration in 1933. He joined the City of Detroit's Civil Service Commission as a Junior Personnel Clerk one year later, and became a Senior Personnel Clerk in 1935. He completed work on his master's degree in Public Administration at Wayne in 1943. In 1966 Mr. Meyer was appointed Secretary and Chief Examiner of the Detroit Civil Service Commission. Mr. Meyer was awarded a Lifetime Honorary membership in the Public Personnel Association in 1967 at the International Conference on Public Personnel Administration in Vancouver. He also served as president of the Michigan Chapter, Civil Service Assembly of the United States and Canada.
