Oliver J. Carter was a U. S. District Judge. The son of California Supreme Court Justice Jessie W. Carter, he was born in San Francisco and reared from early childhood in the Shasta County town of Redding. He graduated from Stanford University and received his law degree at Hastings College of the Law. Initially, he practiced law around Redding. He served for eight years as senator for Shasta and Trinity Counties. In 1950 he was appointed to the federal bench. In 1976 he presided over the bank robbery trial of Patricia Hearst. He died June 14, 1976 before the final sentencing.
