W.H. (Bill) Carroll was born in 1913 and arrived in Alaska in 1936. Carroll attended the University of Alaska Fairbanks (then just called the University of Alaska) in 1938 and studied Mining Engineering. Bill Carroll was in the Gulf of Alaska when the bombing of Pearl Harbor occurred and the war changed Carroll's plans, he continued on with his degree after the war at the Texas College of Mines, El Paso (now the University of Texas, El Paso).
