Frank F. Marshall was an alumnus of the University of Minnesota, graduating from the school of agriculture in 1899. He was appointed as the first county agent in Minnesota on September 1, 1912 in Traverse County. During his tenure as county agent, he introduced crop rotation to an area that traditionally focused on single crop farming. He was instrumental in the promotion of the 4-H in Minnesota and was an organizer of the Meeker County Farm Bureau. In 1952, the University of Minnesota Board of Regents voted to award Marshall with the outstanding achievement award, based on his work in agricultural extension.
