The Germantown Branch of the Tenants' Protective Association was formed most probably in May of 1919, holding its' meetings first in a hall located at 2129 East Chelton Avenue, moving later to 5948 Germantown Avenue, Germantown, Philadelphia, Pennsylvania, where its' final meeting was held on November 2, 1921. Formed to counteract unreasonable rents and moves, the association held benefits and had speakers at moving-picture theaters to raise money for investigations into local rent increases. George W. Williams was its' first recording secretary, later superceded by William A. Wagner.
