Eber Phelps is a Democratic member of the Kansas House of Representatives. He represents the 111th district since 1997. He is from Hays, Kansas in Ellis County. Phelps was born on October 17, 1951 in Hays. As of 2010, he is serving as the Minority Whip. As a representative, Phelps has focused on education and related issues. He also works in sales and marketing for Glassman Corporation. Prior to his election to the House, Phelps served as mayor of Hays, Kansas and was also on the Hays City Commission.
