James M. Lambie, Jr. (1914-1999) was a Special Assistant in the White House Office from 1953 to 1961 and Assistant Staff Secretary on the White House Staff from 1960 to 61. Lambie's primary job as Special Assistant was to serve as coordinator of public information programs between The Advertising Council and the U.S. government. The Advertising Council was formed in 1942 to work with the Office of War Information on public service advertising campaigns for such matters as war bonds and scrap metal drives. In June 1948, government liaison functions with the Council were permanently transferred to the White House. From March 1953 to January 1961 the White House advertising liaison office under Lambie coordinated and arbitrated conflicting government claims for the use of the Advertising Council's facilities for public service campaigns. The liaison office responsibilities also included organizing annual conferences in Washington to brief the Advertising Council's supporters on policies and programs of the Eisenhower Administration. From September 1954 to January 1961. Lambie also served in an unofficial capacity as Deputy Chairman of the Interagency Committee for Agricultural Surplus Disposal. The Purpose of this committee, chaired by Clarence Francis, was to carry out the provisions of P.L. 480 by coordinating the various agricultural surplus disposal activities of the U.S. government.
