Oct. 8, 1951) served as Deputy Under Secretary for Public and Intergovernmental Affairs at the Department of Labor from 1985 to 1987 and as Assistant Secretary of Labor for Public and Intergovernmental Affairs in 1987 and 1988. In 1988, he was Director of Communications in the Bush Presidential Campaign, and also served as Assistant to President George H. W. Bush for Communications from 1989 to 1992, and as the President's Assistant for Public Liason in 1992 and 1993.
