William Eckhardt was born on September 21, 1918 in Philadelphia, Pennsylvania. His work focused largely on peace research studies, and began in 1933 with a value-analysis of four Winston Churchill books.

In 1958, Eckhardt founded the Peace Research Group at the University of Kentucky in Lexington and served as its first director. The Institute developed a militarism scale and administered it to test subjects, correlated the scale with other measures of personality and ideology.

Eckhardt was a peace researcher at the Canadian Peace Research Institute in Oakville, Ontario, Canada from 1967 to 1979. During this time Eckhardt focused on peace relations, civil conflict, militarism, and violence.

Eckhardt became executive director of the Peace Research Laboratory in St. Louis, Missouri, where he continued his research on relations and conflict.
