Editor and lawyer. Evans edited the Bloomfield (Iowa) Democrat (1883-1890) and the Ottumwa Sun (1890-1895) and was the author of several books and articles. He ran for Congress from Iowa's 7th congressional district (1916 and 1918). In 1896 he began practicing law in Washington, D.C. before moving to Des Moines in 1900. In 1890 he married Susan Weaver, daughter of James B. Weaver.
