Terence Francis Gethin Hopkins was born in 1902 and educated at Epsom College and the Royal Military College, Sandhurst. He accepted a commission in the Gloucestershire regiment in 1922, and in 1926 was seconded to the Gold Coast regiment of the Royal West African Frontier Force (1926-1929).
In 1930, Hopkins entered the Colonial Administrative Service as a cadet in Nigeria. After spending the years 1935 to 1939 on secondment to Gambia, he returned to Nigeria, becoming Senior District Officer in 1949, and Resident of Northern Nigeria in 1955 (-1958).
