Prominent Black Hawk County attorney. Evans attend East Waterloo High School and the State University of Iowa, from which he received the degrees of Bachelor of Philosophy (1896) and Bachelor of Laws (1897). He practiced law in Parkersburg, Iowa from 1897 to 1928, when he took up practice in Waterloo. In 1905-1906 he served as county attorney for Butler County, Iowa. He served as a state senator in the 37th and 38th General Assemblies (1917-1919). He was member of the Republican party, serving once as one of Iowa's delegates-at-large to the Republican National Convention (1928). He was a member of the Modern Brotherhood of America, American Bar Association, the Iowa and Black Hawk County bar associations, B.P.O.E., Optimist Club, Citizens Historical Association (Waterloo chapter), the Izaaak Walton League of America, Presbyterian Church. In 1902 he married Lela Phelps.
