Deland settled in Pierre in 1883. He served as Hughes County Republican Central Committee chairman; was the law partner of Coe I. Crawford, who was elected governor in 1906; secretary of the Sixth Judicial Circuit Auxiliary Bar Association; authored several law journals, histories of the West, and many novels; and served as president of the South Dakota State Historical Society.
