The Tennessee Children's Services Commission began as the Commission on Children on April 12, 1949. The Commission was formed to study laws pertaining to the welfare of children and the interaction of various agencies providing services to children. In 1953 the Children's Commissioner was formed for a two year period to outline the scope and authority of the services to children. The Tennessee Commission on Youth Guidance was created in 1955. It was charged with the same responsibilities as the Commission on Children, but was allowed to take a more active role in the coordination of services between the various agencies. In 1972 the Tennessee Commission on Children and Youth was formed. On July 1, 1980 the Children's Services Commission was created to continue the work of the Commission on Children and Youth and the Office of Child Development.
