Earl Blumenauer, a lifelong resident of Portland, Oregon, was born in 1949 and educated at Lewis and Clark College and law school, where he earned his doctor of jurisprudence in 1976. In 1972, Blumenauer began his long and continuous association with Oregon politics as a representative to the Oregon legislature where he served until 1977. After three terms as a state representative, Blumenauer successfully ran for a seat on the Multnomah County Commission, serving for three terms from 1978 to 1986. In 1987, Blumenauer was elected to the Portland City Council, but in 1992 he lost the mayoral election to city commissioner Vera Katz. After three terms in the city council, Blumenauer was elected to the U.S. House of Representatives.
