The commission has exclusive jurisdiction over the regulation of rates and service of utility companies in the state except those utilities subject to the control of cities or political subdivisions. The commission's mission is to ensure that every utility receives fair, just, and reasonable rates for the services rendered and that their services are adequate, efficient, and reasonable. Currently, the commission regulates the intrastate rates and services of investor-owned electric, natural gas, telephone, water and sewage utilities, customer-owned electric and telephone cooperatives, water districts and associations, and certain aspects of pipelines.

The commission was created by the Acts of the 1934 General Assembly which forms Chapter 278 of the KRS. In 1980, the Energy Regulatory Commission and the Utility Regulatory Commission were consolidated into a single Public Services Commission made up of three full-time members. This executive reorganization was approved by the General Assembly in 1982.

It was authorized to fix rates and practices of public utility companies, grant contruction or renovation permits for utility companies, supervise and control service standards, supervise rural electric cooperatives, and investigate complaints made by the public against the companies.

Commission membership was composed of three Commissioners and a chairperson appointed by the Governor. On April 1, 1979, the Commission became the Energy and Utility Regulatory Commissions. The name was changed back to the Public Service Commission on March 1, 1981.
