A naturalist and conservationist by avocation, Attwater was a recognized authority on Texas birds.

He was born and educated in England, emigrating to Canada and then to the United States around 1890. In 1900, as an employee of the Southern Pacific Company, he came to Houston where he lived the remainder of his life. He collected specimens of Texas fauna and flora and authored several works based on his research and observations.
