<p>The Senate confirmed Ambassador Moser to be the next Ambassador to Kazakhstan on January 2, 2019. Previously, he was Acting Director of the Bureau of Overseas Buildings Operations since January 2017. He is the former Ambassador to the Republic of Moldova where he served from 2011 to 2015.</p>

<p>Ambassador Moser has had a distinguished career as a member of the U.S. Foreign Service. Since joining the diplomatic corps in 1984, he has served in Ukraine, Kazakhstan, Egypt, Suriname, and Mali. He served as the Principal Deputy Director for Overseas Buildings Operations (2015 to 2017) and Deputy Assistant Secretary for Logistics Management (2006 to 2011). Other Washington assignments include the Director of Global Support Services and Innovation, the Deputy Executive Director for European and Eurasian Affairs, Post Management Officer in the Bureau of Near Eastern and South Asian Affairs, and Political-Military Affairs Officer in the Bureau of Political Military Affairs.</p>

<p>Ambassador Moser’s overseas assignments have included tours as the Management Counselor at U.S. Embassy Kiev, Energy Attaché/Economic Officer and Management Officer at U.S. Embassy Almaty, Administrative Officer at U.S. Embassy Paramaribo, Financial Management Officer at U.S. Embassy Cairo and Consular Officer/Staff Assistant at U.S. Embassy Bonn. Ambassador Moser began his diplomatic career as a General Services Officer at U.S. Embassy Bamako, Mali. He is fluent in Russian, German, and French.</p>

<p>A dedicated public servant, Ambassador Moser has won numerous commendations throughout his career for his contributions to international affairs, management, and public policy. In July 2011, Ambassador Moser was awarded the Secretary of Defense’s Medal for Distinguished Civilian Service. In 2003, he won the Leamon R. Hunt Award for Administrative Excellence.</p>

<p>Born and raised in North Carolina, Ambassador Moser received a B.A. in Political Science from the University of North Carolina at Chapel Hill. He is married and has three children.​</p>

<p>A career member of the Senior Foreign Service, William H. Moser was selected by President Barack Obama to be the United States’ next ambassador to Moldova on May 5, 2011, and he was confirmed by the Senate on August 2.</p>

<p>Born and raised in North Carolina, Moser was educated at the University of North Carolina at Chapel Hill, where he received his Bachelor of Arts degree.</p>

<p>Moser’s domestic and overseas assignments have included: general services officer at Embassy Bamako in Mali; staff assistant and consular officer in Bonn, Germany; disbursing/financial management officer at the U.S. embassy in Cairo, Egypt; administrative officer Paramaribo, Suriname; political military officer in the State Department’s Office of Regional Support and Security Assistance; energy attaché/economic officer and management officer in Kazakhstan; post management officer in the Bureau of Near Eastern and South Asian Affairs in Washington, DC; management counselor at the American embassy in Kiev, Ukraine; and director of global support services and innovation in the State Department.</p>

<p>Prior to his posting in Moldova, Moser served as deputy assistant secretary for logistics management at the State Department. In this role he was put in the uncomfortable position of defending before the House of Representatives the fact that the State Department in 2007 was paying the private security firm Blackwater $400,000 each for guards in Iraq, as well as allegations of misconduct by private security personnel in Afghanistan.</p>

<p>Moser and his wife, Marie, have two sons and one daughter.</p>

<p>Moser earned a Bachelor of Arts at the University of North Carolina, Chapel Hill and studied at Universitaet zu Koeln in Cologne, Germany.</p>

<p>He is a career member of the Senior Foreign Service, class of Minister-Counselor. He has served as an American diplomat since 1984. He has served at seven United States Missions overseas, including as United States Ambassador to Moldova from 2011 to 2015, and in senior leadership positions at the United States Department of State.</p>

<p>In 2011, President Barack Obama nominated Moser to be the United States Ambassador to Moldova. He served from September 21, 2011 to January 22, 2015.</p>

<p>On August 13, 2018, President Trump nominated Moser to be the United States Ambassador to Kazakhstan. His nomination was confirmed by voice vote in the United States Senate on January 2, 2019. He was sworn in on February 12, 2019. He presented his credentials on February 18, 2019. Moser previously served in Kazakhstan in 1996, in the then-Embassy in Almaty as a management officer and then as energy attaché.</p>
