<p>Harry Avrutin, former secretary of the New York City Central Labor Council, A.F.L.-C.I.O., died of cancer of the liver Saturday at Overlook Hospital in Summit, N.J. He was 71 years old and lived in Union, N.J.</p>

<p>Mr. Avrutin, a native of Philadelphia, was a charter member and business representative of Local 153 of the Office and Professional Employees from 1945 to 1949.</p>

<p>He became secretary-treasurer of the New York State Union Label and Service Trade Department and of the Greater New York and Long Island Council, A.F.L.-C.I.O., in 1949. He held both positions at his death.</p>

<p>Mr. Avrutin joined the New York City Central Labor Council in 1974 and retired in 1986.</p>

<p>He is survived by his wife, the former Lucille Taub; a sister, Minna Morley of Beverly, Mass.; two daughters, Alice Yellin and Shiela Engelhardt, both of Berkeley Heights, N.J., and three grandchildren.</p>
