Oscar Robert Strackbein (1900-1993) was born in Texas and graduated from the University of Texas with a degree in business administration. During the 1920s he worked for the Department of Commerce as a commercial attaché in Cuba and Colombia, and during the 1930s he worked for the U.S. Tariff Commission and the Public Contracts Board in the Labor Department. In 1942 he left government service to become a private management and economic consultant. In 1950 he organized the National Labor-Management Council on Foreign Trade Policy, which became the Nation-Wide Committee on Import-Export Policy in 1953. This organization lobbied for high tariffs in order to protect American businesses from foreign competition. During the Eisenhower administration, Strackbein frequently wrote articles and appeared before government organizations in support of high tariffs. Strackbein retired from lobbying in 1975 but continued writing books and articles on economic matters for another ten years.
