Charles R. Davis was born in Pittsfield, Pike County, Illinois, on September 17, 1849. In 1854, the family settled in Le Sueur County, Minnesota. Davis studied law and was admitted to the bar in March, 1872. He began his law practice in St. Peter, Minnesota. Davis served in the Minnesota House of Representatives, 1889-1890, the Minnesota Senate, 1891-1895, and as Congressman from Minnesota's Third Congressional District, 1903-1925. He died in Washington, D.C., on July 29, 1930.
