History notes:

The Governor's Office of Educational Affairs, established by Gov. Michael Dukakis in 1983, was intended to serve during his second administraion as an official link to all public and private educational constituencies, and to support gubernatorial commitment to improving the quality of public education and delivery of all educational services. Specifically, it assisted in preparation of the Educational Reform Act (St 1985, c 188); then, 1983-1986, it monitored affirmative action cases involving educational institutions and complaints regarding individual education plans (although primary jurisdiction remained with the Massachusetts Commission against Discrimination and the Dept. of Education respectively); and, throughout, it provided counsel on legislation relating to education, maintained files on prospective gubernatorial appointees to educational boards and commissions, and monitored complaints regarding teacher certification.
