History notes:
The Bureau for Colored Children, founded in 1927, was one of the largest childcare institutions in Pennsylvania. The agency operated a shelter at 321 North 41st Street in Philadelphia, Pennsylvania for dependent and neglected African American children; provided a foster care program for these children; and operated a farm and vocational school for boys in Pomeroy, Chester County, Pennsylvania.
In 1963, the agency underwent major administrative changes after the State Department of Public Welfare and the United Fund of Philadelphia withdrew financial support because the Bureau failed to meet standards required for childcare agencies. In 1965 the Bureau sold its vocational school and surrounding lands to Penguin Associates, Inc. The Bureau disbanded sometime thereafter.
