History notes:

The County Substitute and Relief Committee was established by ordinance of the Board of Supervisors, August 31, 1863, in response to the Draft Riots which occurred in New York City on July 13-15, 1863. The committee was established for the purpose of procuring substitutes to serve in the Union forces during the Civil War in place of individuals deemed essential for the preservation of order on the home front, as well as those unable or unwilling to do military service. The substitutes were procured by a system of bounty disbursement, financed throughout most of the war by a succession of Soldiers Bounty Funds raised through private contributions, municipal bonds, and state and federal governmental contributions.
