Professor and principal of South Dakota State University Preparatory department. Also served as the librarian for SDSU until he accepted a position as Secretary to the Governor of South Dakota in 1905.

Kerr came to Brookings, Dakota Territory, in 1885 as principal of the preparatory department at South Dakota State College of Agriculture and Mechanic Arts, now South Dakota State University. Kerr was appointed private secretary to Governor Samuel H. Elrod in 1905 and served until 1907. In 1910 Kerr was elected Brookings County representative to the state legislature.
