Thomas Barwick Lloyd Baker (1807-1886) began his career as magistrate for Gloucestershire, England. He established the Children's Friend School at Hardwicke in 1852 for the purpose of reforming juvenile criminals in the county. He was a chief promoter of the reformatory school system and did much work in connection with prevention of crime and care of discharged prisoners.
