Thomas J. Woofter was born in Macon, Ga. in 1893. He graduated from Columbia University in 1920 with a Ph.D. in sociology. From 1920 to 1927 he served on the Commission on Interracial Cooperation. Much of his career after this period was devoted to doing work for the federal government. Some of the agencies for which he worked include the Works Progress Administration, the Farm Security Administration, the Federal Security Administration, and the Central Intelligence Agency.
