Biographical notes:

The Illinois Building Authority (1961-1972), composed of seven members appointed by the Governor, took on responsibilities previously excerised by the Department of Public Works and Buildings. Duties included conducting state facility needs studies; making legislative suggestions to the General Assembly; and with their approval, property acquisition; facility construction; bond issuance and sales bonds to finance construction; and charging agencies for facility use. The Capital Development Board (1972- ), which also had seven members appointed by the Governor, basically replaced the Illinois Building Authority. However, the board did not sell bonds to finance construction but was charged with conducting research on building and construction codes to promote public safety and reduce construction costs.
