Biographical notes:

La Rhett Loralzo Livingston was born in 1831 in Essex County, New York, and graduated from West Point in 1853. As a Second Lieutenant with the 3rd Artillery under Colonel Edward Jenner Steptoe, he went to California, marching from Fort Leavenworth to Salt Lake City during 1854-1855, and arriving at Fort Miller, California, in 1855. In the Civil War, he served in the Penninsular, Rappahannock, and Shenandoah campaigns. Colonel Livingston retired in 1895, and he died in Washington in 1903.
