George D. Moffett was born on September 22, 1943 in Washington, D.C. He received a B.A. in 1965 from Principia College in Elash, Illinois; an M.A. from Wayne State University in 1967; and an M.Phil. and Ph.D. from George Washington University in 1980 and 1983. He was a management intern for the Department of Health, Education and Welfare, 1968 to 1972, and he worked at the White house from 1978 to 1981 as the assistant to Chief of Staff Hamilton Jordan. Moffett also served as Director of Research for the Committee of Americans for the Canal Treaties (COACT), a private organization designed to mobilize public support for ratification of the Panama Canal Treaties.
