The Casino Gambling Study Panel was established by Governor Carey by Executive Order #82 (February 6, 1979) to evaluate casino gambling.

Specifically, the panel was to make recommendations concerning the economic, social, and employment impact of casino operations; the ways that casino gambling might be used for economic development; the methods by which the industry might be taxed, and its potential of generating revenues; and if casinos should be publicly operated or privately operated under government supervision.

Gerald W. Lynch served as chairman; the executive director of the panel was Alfred Donati, Jr.
