William Horne Dame (1819-1884) is best known as a Mormon Church leader and colonel in the Utah Militia in Parowan, Utah at the time of the Mountain Meadows Massacre in 1857. He later served as a missionary for the Church of Jesus Christ of Latter-day Saints to England.

Following the instructions and appointment given him by the Utah Territorial government as published in the Deseret News (Salt Lake City) volume 7, no. 6. William H. Dame organized the Iron County Military District, an area embracing Beaver, Iron, and Washington Counties in Southern utah. This document is the Roster of that intial organization and it contains the names and platoons of the some 450 men, ages about 16 to 60, where assigned, and who their officers were. The companies were organized on 6 June 1857. This is the most comprehensive list of militia members in southern Utah prior to the massacre at Mountain Meadows on 11 September 1857. Another listing was made in October 1857 and it is housed in the Utah Territorial Militia Collection of the Utha State Archives in Salt Lake City. There are differences in the two lists.
