1858 joined the Bengal Civil Service, served in the Punjab; 1871 commissioner of the Nagpur division; 1874-1877 commissioner of the Central Provinces; 1875 CSI; 1881-1882 home secretary, the government of India; 1882-1885 chief commissioner, Lower Burmah; 1885-1887 chief commissioner, Burmah; 1886 KCSI; 1887 resident, Mysore and chief commissioner of Coorg; 1888 returned to England; 1888-1901 secretary, the department of revenue, statistics and commerce, the India Office; 1893 oversaw the posthumous publication of the memoirs of Sir George Campbell; 1901 retired.
